Yesterday, since Google was crashing and before I looked at the app updates, I deleted Chrome from my iPad and reinstalled it not realizing my bookmarks would be gone too. I saw a response last year about if you didn't back them up, they are gone. However, they do not backup to icloud, so where would a person have backed them up?
As you observe, deleting the Chrome App from your iPad also deletes all associated App data. In common with all Google Apps, any user-data is not backed-up to iCloud - but instead relies upon your personal App data being backed-up to your Google account.
As such, your Chrome Bookmarks are saved are saved by Google - not Apple - but only if you are signed-in to your Google account (if you have one) from the Chrome browser settings.

To be brutally honest, Google Chrome is not my browser of choice…
Personally, I tend to only to use Chrome for [badly coded] websites that will only correctly render with the Chrome browser - and then, for data privacy, only when intentionally signed-out of all Google services.

You haven’t mentioned which version of iOS/iPadOS is installed on your iPad. The most recent versions include Apple’s own translation features built-in to Safari, and added the Apple Translation App.
In addition, I use a translation shortcut - integrated with the system Share Sheet - that you can obtain from the Shortcuts gallery - if you are running iOS12 or later.
I think I was signed on, but I still don't know how to get to them.
(BTW, did you see the new update and what they did to bookmarks???)

I live in the Czech Republic so the page translation feature is why I use it most. It would be a lot more challenging if I had to copy and paste everything I need translated.

Believe me I checked when the translation was added to safari. It doesn’t include Czech yet.
Whilst Apple’s own Translation App might not yet support Czech, the Shortcut that you can find in the Shortcuts Gallery has considerably wider language support.
