Can’t pair Apple Watch series 3 to iPhone 11

I’ve unpaired my Apple series 3 watch from my old iPhone 7 Plus. Reset old phone back to factory settings & now want to pair it with iPhone 11, but it says I’m to go into my watch settings & I can’t do that because at moment it’s not paired with anything!
