Why can’t I use my Apple credit balance I got from gift card.

I have 25$ in my Apple ID but why can’t I use it. Why it’s asking me to put a payment method. I have child account and I am not allowed to use my mom’s credit card. Why can’t I use 25$?

I still need to have a card to use Apple balance months after leaving family The issue I’m having is that I need to have a card (which I don’t due to age) to use my Apple account balance, I had no issue with this before joining a family which I left almost half a year ago to try and fix the issue, which it didn’t. It’s asking me to “verify payment info” when making in app purchases or App Store purchases and proceeds to take me to a screen with card and PayPal options, I can go back and choose Apple account balance, but when I press continue nothing happens. I don’t want to leave this money from gift cards to waste and would be grateful if anyone new a solution I could use.

Why cant I use my apple ID balance that I loaded onto my device with a gift card for itunes purchases? My son received an Apple gift card for Christmas for $25. His apple ID reflects the $25, but when he tries to purchase an App or song off of Itunes, he gets asked for a credit card. He is 13 and has no credit card. Shouldn't the balance on his Apple ID allow him to purchase an app or a song?
