Adding loyalty cards to Apple wallet

I’m trying to manually add a card that is not a payment or transit card to my Apple wallet and can’t. I agree with a previous person asking this question this is a huge step backwards and needs to be fixed. The instructions say to (from app) click the + and then click continue or from settings select add a card and then click continue. Continue is not an option in either situation. The only options available are payment cards or transit cards. I can’t manually add any other cards. I do not want to download the loyalty app and there is no option to add card from the email. Anyone have information on what I’m missing? (Currently iOS 15.1)
