How to check the storage on your iPhone, iPad, and iPod touch - Apple Support -- Have you tried using another network? Is your iPhone plugged into power? Are you able to view the storage on your iPhone when you connect it with computer? Scroll down to "Use the Finder or iTunes to check the storage on your iOS device” for the steps to view.

Also, iOS 15.2.1 was recently made available. See if updating using a computer allows you to view the storage on your iPhone.

Update your iPhone, iPad, or iPod touch with iTunes - Apple Support (For Windows PCs and Macs on macOS Mojave or earlier)

Get Support -- If you’re still unable to view your iPhone storage on the device itself, we recommend contacting Apple Support. Choose Device Performance > App doesn't work as expected to reach them.

Restart your iPhone - Apple Support -- If you haven't already, see if restarting your iPhone allows it to finish calculating.

Force restart iPhone - Apple Support -- If restarting your iPhone didn't fix it, try force-restarting and check.
