someone else is using my email address for an Apple ID, I think my account has been compromised and I can't log in

How can I get my email back from someone using it ad their Apple ID ?

I think me account has been compromised. The phone number for 2 step verification has been changed

Someone stole my sons iPad and Apple ID. Apple told me they can’t do anything about recovering the ID which in practicality means they care more about thieves than customers
