I live in a rural location with no wifi.

Wi-Fi is a home network function, and separate from rurality. (Technically Wi-Fi is even separate from internet connectivity.)

Do check out ISPs that offer home internet via 5G, then a 5G cell tower in the vicinity might bring broadband to the home.

Bluetooth is not meant for video transfers. So, no, not via bluetooth.

When i use a hdmi cable from phone directly to the TV the resolution is horrible.

If the adaptor isn’t HDCP compliant, then the resolution might get downscaled to SD.

Some content providers may block this type of screen mirroring.

Thank you. I should have stated that due to my rural location reliable broadband is unavailable, only slow and unreliable satellite internet service (i'm on the 2023 waiting list for Starlink, good luck to me) and therefore i for the time being I have chosen to forgo internet service, instead relying on using the 4G lte i can get on my phone as a hotspot to connect to my laptop and tv. I can get 5G service outside my house but due to the home's construction (aluminum panel rain skin, 4" foil faced rigid insulation, zip sheathing, 4" cellulose insulation) service drops down to 4G lte inside. My cell phone provider, Verizon, throttles down the data rate for their hotspot use after 15GB of use. Streaming directly to the phone is unlimited, therefore the desire to mirror or otherwise use the phone to transmit to the tv. You have answered my question as it appears connecting to apple tv via bluetooth will not provide the result i'm seeking.
