How do you keep the same email without the changing to get rid of the intruder

How can I stop emails from going to other devices? how can i stop my emails from going to other devices? some creepy stalker/hacker has bccd myself and gets all my emails so any changes he knows. i have tried everything and apples answer is factory reset... that dosent work../ than they said police which is already done but i can not get other devices location because when i try the server is not working or my id can not b found and per customer support they can not just tap the link themselves and get it anyone any advice because apple was a waste of my time [Re-Titled by Moderator]
