iPad air 2 activation problem.

Hello, I just bought used iPad Air 2. I restore it and everything went good until setup. So problem is that the wifi does not work. I tried with sim card, but nothing changed. When i got to wifi section there are no networks. Just a button to continue using itunes. So i plugged it in to my macbook, i have tried different macs (Air202, Pro2018, imac2014). Every time i get same message saying something like "could not be activated because the activation information was invalid". (its running on iPadOS 15.2).

Is there any way to fix this problem?
