On notability and on Microsoft power point my handwriting becomes squiggly. I don't have a screen protector on my iPad and recently purchased a new pencil thinking it would solve the issue but it hasn't. Usually restarting my iPad helps for little bit but it goes back soon after. It has been doing this for couple months.

It seems that restarting your iPad did not resolve the issue and it is interesting that it affects some apps but I am not sure if it affects other apps such as Apple Notes.
Nevertheless, I wonder if your might consider disconnecting and reconnecting your Apple Pencil again to see if that provides a more permanent fix for your issue. The following link will explain in more detail how to do this https://support.apple.com/en-au/HT205236

Thank you for your response. I used Apple notes to write and it also has this issue but on apple notes it was more disconnected writing vs the squiggly lines in notability (see image).
I did disconnect the Apple Pencil and reconnected which solved the issue for couple minutes but it reappeared. I did recently purchase this apple pencil, thinking my old one was the problem.
