icould storage

my phone wont let me upgrade.... it states

Your icloud Storage is full. Add storage to keep using photos,

Backup , mail, and oher apps with icloud.

When I push add storage. This message comes up:

"Icloud torage could not be upgraded at this time.

try again in Settings"
