Phone won’t let me reset Apple ID password

how can I fix my phone, it won’t let me reset my password it just continues to say error

and I’ve done the forgot Apple ID password

I’ve put my details for the security process but once it gets to the card details i put them in and it was wrong but it’s definitely not and then it’ll say wait 24 hours for an email I’ve done this about 5 times all different amount of weeks apart and no email has come through at all I just want to reset my password as I’ve forgotten it, it won’t let me update my phone or do anything at all
