Cancel upgraded iCloud storage by downgrading to the free 5GB plan. See instructions in: https://support.apple.com/en-us/HT207594

Open Settings ➡️ Apple ID (Your Name at Top) ➡️ iCloud ➡️ Manage Storage ➡️ Change Storage Plan: Here choose the Free storage plan 5GB. Once you have done that, then you will be on the Free plan.
