My iPhone SE does not allow any apps to access contacts.
Contacts doesn't (even) appear on any application (in settings) in order to allow them to access contacts.
In Privacy there no application that have requested access to my contacts appears there.
Please help!

Do you have restrictions set?
go to settings>contacts>Siri & Search - is that turned on for everything?

No, this NOT solve my problem!
I don't know. I read an answer of you to somebody about restrictions, but that didn't work for me.
( Btw, I did what you said and now I can't see names in phone calls. ((: )
I did it again and now names in phone calls are back.
The problem with contacts not access by apps still didn't work.
My iPhone SE does not allow any apps to access contacts.
