how do I either permanently lock control centre from opening on swipe.
my neighbour is 90 years old and is accidentally opening control centre and then accidentally touching the brightness control and turning the screen black.
or is there a way to remove the brightness control feature from control centre.

Neither of your two requested features are currently available. You cannot turn Control Center OFF and you cannot remove the Brightness Control from the Control Center.
