Family plan apple one

When using apple one family plan. It is 5 devices or 5 apple ids account. Example if i have 2 devices is that considered 2 accounts

Apple One can be shared with up to 5 Apple IDs in addition to the Family Organizer's Apple ID.

Your Apple ID is your email and address combination you use with Apple services.

Each Apple ID can have up to 10 devices associated with it. That is a grand total of 60 devices.

No a device does not count as an account. An Apple ID is an account.
