You have to do the forwarding on your iPhone. If you do not have an iPhone, you will not be able to do MMS on an iPad. To be able to text non-iOS devices with either an SMS or MMS, you have you use your iPhone with the iPad. The iPad cannot do it natively. If you have an iPhone, then you would go to Settings>Messages> Text Message Forwarding>select your iPad. Both devices need to be signed into the same Apple ID.
