Hello my account has been disabled and I’m not sure what to do! Thank you

Hi! So I recently cancelled my card and now it says Apple ID has been disabled anytime I try to download a FREE app. As well as continues to ask for my card information when I don’t have a card yet. However, I do have my new card connected to my Apple Pay since I contacted chase and told them I needed to have a way to pay things. Not sure what to do because I’m trying to download apps for work and it won’t let me!
