Restrict Shared Payment Method in Family Sharing

I created Family Sharing for the following three AppleIDs in the United States:

1. Me (Organizer)
2. Wife (Parent/Guardian)
3. Daughter (Age 16 Child)

How can I selectively restrict usage on my Shared Payment Method? In other words, how do I keep my daughter from charging her App Store purchases to me.

Yes, I could implement Ask To Buy. But that would require permission from me for all her App Store purchases, even ones that she'd pay for with her own debit card. I want to permit her to make any App Store purchases; I just don't want to pay for them.

Can I do all three of these things:

1. Continue to share my Payment Methods with my wife
2. Stop sharing my Payment Methods with ur daughter, but continue her unfettered purchases on the App Store with her own payment method
3. Continue to authorize our daughter to use Apple Pay (tied to her own debit card)
