Can you down new software using hotspot on another I phone

You need wifi connection, you can’t do software updates with personal hotspots

The only workaround I've heard of is to use a phone as a personal hotspot, run a computer's internet off of that personal hotspot, then use the computer to do iOS loading. It won't work for apps since iOS no longer allows apps to be loaded through a computer (which was really buggy anyways - I would get a lot of "updates available" on my iPhone even after they were updated through my Mac.
