My work iPhone 11 has a single sim card tray. Can I swap that for a duel sim card tray to use 2 cards from different carriers in Australia?

No. That capability is only in iPhone models that are manufactured for certain regions and those are China Mainland, Hong Kong and Macao.

Your iPhone 11, purchased in Australia, can handle one physical SIM and one eSIM.
