Why hasn’t Apple put PIP and the ability to use split screen on the iPhone?

Picture in Picture actually is a feature on iPhone. Here is how to use it:

In terms of Split View, this currently isn't a feature on iPhone. We do welcome your feedback here:
There are also some apps that may allow for a split screen on the App Store.
