Can I delete the photos on my child’s iPad that are linked to all the photos on my phone, without deleting them on my phone too? The storage is full on the iPad.

This only happens if you are sharing an Apple ID. You should not be sharing an Apple ID for any reason. Each person including children should have their own Apple ID so things like photos, messages, contacts etc... do not get shared automatically.

If you have syncing enabled, then deleting something on one device will also delete them on the others.
