My touch bar rarely works, so I don't have an escape key when it is off. Other times, when it is working, it flashes constantly. I have to put something over the touch bar because the flashing is bothersome. So I'm asking you to give me a solution to my problem.

On a Intel Mac the best you can do is—
Try resetting the SMC https://support.apple.com/en-us/HT201295
and
Try resetting NVRAM/PRAM http://support.apple.com/kb/ht1379
(get at least two-three rounds of the chimes when holding the NRAM Reset)
If no resolve it typically indicates a hardware issue—
