IF you're going to icloud.com to view your photos that means you're syncing them to the lcoud and not backing up Set up and use iCloud Photos - Apple Support

You probably do not have photos to be backed up. Checkout the info below to learn how to enable and backup your photos to iCloud.

How to upload photos to iCloud from iPhone or iPad

1. Go to Settings.
2. Select your name.
3. Tap iCloud.
4. Tap Photos.
5. Turn on iCloud Photos. Make sure the button next iCloud Photos is green.
6. Select how you want to store your photos.
7. Turn on Upload to My Photo Stream.
8. Turn on Backup by going back one step, to iCloud, then scrolling down to Backup and enabling this.
