My account disabled

Recently, I found out that my Apple ID is disabled in Apple Store and iTunes. I do not know why.
Today I checked my purchase history and found the problem should be.
I purchased two apps, and then a few weeks later, I forgot about it and reported an unauthorized credit card payment and refunded both cards. Now I realize I made a mistake. I forgot what I did. Can I pay again? How to pay? And how do I enable my ID account in Apple Store and iTunes?
