How can I make calls on my I-pad?

Not by itself.

You need a properly paired/tethered iPhone where the iPad acts a remote devixe to the iPhone.

[Assuming both of your devices are iOS 15 capable], Settings, General then AirPlay and Handoff, and make sure Handoff is on. Then go to Settings, then FaceTime, then Calls from iPhone, and ensure it is toggled on. You will now receive calls that your iPhone receives, and using the Contacts app for example, you can make calls from your iPad.
