We understand that you’re attempting to install the iOS 15.2.1 update, but that, based on the screenshot you shared, there is an iCloud backup currently being restored.
If all data has been migrated to your device, you can go to Settings > your name > iCloud > iCloud backup and stop the backup. Then you should be able to install this update.
