I’m transferring to a new max and my new mac is stuck on installing updates Also stuck on restarting now. What do I do

iMac 27″, macOS 12.1

If still problem after four hours or so termine the process. That means depressing and holding the Power button on the new Mac until it shuts down. Then startup and go one. What you do depends on what the new Mac does upon startup.
