How to change Apple ID?

I bought this phone from an individual a few years ago. The only issue I have with it is after being factory reset for some reason when I go out of my Apple ID and then go to get back in the previous owners Apple ID automatically puts itself in. I need to figure out how to get it deleted and off my phone please help me. Thanks in advance

The previous owner needs to go to https://www.icloud.com/find/ and erase the device, then remove it from their account. If they won't do that, the device is useless. Apple won't unlock it.

Turn off Activation Lock - Apple Support. *
