Safari does not open after I installed Monterey
Safari does not open. I tried reinstalling the MacOS. Problems have worsened.

If Safari on Mac doesn't open a webpage or isn't working

Restart in Safe Mode ( SHIFT key ) immediately at restart. Does a Disk Repair, clears cache files and only loads Apple software, extensions and fonts.
Does the issue present in this mode.
Then restart in normal mode and test again.
What do you mean by worsened?
How did you reinstall Monterey? Did you reinstall it over itself via Recovery?
If so then try booting to Recovery and erase the startup disk, install Monterey and then restore only your User from Time machine..
Reinstall any apps and other things.
I tried the Safe Mode. That did not help. So I reinstalled the MacOS. Will try the Disk repair method.
Safari won't even open now and the CPU is working at its fullest.
