How would I download IOS.14 on Ipad

iOS 14 is no longer available for download on any device.
If you have an iPad the supports iOS 14 / iPadOS 14 it also supports iPadOS 15 and that's the only version that will be offered from Settings->General->Software Update.
If you don't get an update from there, then your particular iPad model may already be updated as far as it can go.
