VO2Max Declining Despite Improved Workouts

My VO2max has been steadily declining overtime even though I have been improving my fitness by faster paced walks and hikes. I read somewhere else that this might be due to hills? I walk a lot of hills/mountains. What can I do to more accurately track the VO2max with inclines?

To get started, how long has it been since you set up Cardio Fitness Levels? We ask because depending on conditions and medications it's possible that your VO2 max may have been overestimated, and it can take several several workouts and measurements with your Apple Watch before a more accurate VO2 max is determined.
