Activation Unsuccessful (Facetime and iMessage)

Hi. I can’t activate my iMessage and Facetime. I am using my phone number to activate it. I don’t want to use my apple id. When I turn on the iMessage, then later on it says, “activation unsuccessful” or “Error”. I have a load on my number. Please help.
