Updating Cards on Apply Pay

I cannot get my debit card to work on Apple Pay. Every time I add the card it says “Updating Cards: Apply Pay will be available when updates complete”.

I just bought a new iPhone 13 Pro Max and never had this issue on my iPhone 8, and I regularly use Apple Pay so I just want to know how to get the function working again.

Please note I have already tried removing and re-adding the card multiple times and have also tried linking it though my Bank’s app.
