Switch to a free iCloud plan!

Hello. Can you please tell me why I can't upgrade to a free iCloud plan? I've been trying to upgrade to a free plan for two months now.

What do you mean by upgrade? You get the free plan as part of creating an iCloud/Apple ID account. From that plan you can upgrade to one of the three paid subscriptions plans for iCloud +
