It looks like you're seeing an arrow on the iPad screen. We'll be glad to assist.
Do you have anything connected to your iPad, such as a keyboard? If so, if you disconnect it and Restart your iPad, do you continue to see the same thing?
Have you recently changed any settings on your iPad? For instance, have you turned on any touch accommodations? Use touch accommodations on iPad - Apple Support
Try backing up and updating your iPadOS. Use these steps: Update your iPhone, iPad, or iPod touch - Apple Support
