Hi,

I just want to confirm, if I have an IPhone XR with iOS 15.2.1, then I am able to use the AirTag?

Yes, you should be able to use an Apple AirTag with this iPhone. What you won't be able to do is use "precision finding" with this phone, as you would need an iPhone 11+ for that feature.
