Sounds as if you may have a touchscreen issue. You can use the Get Support link at the top of the page here and contact Apple Support, or if you have an Apple Store close by, you can make a Genius Bar appointment to have the device examined by Apple. They will explain your options. However, if you have an iPad that can only run iOS 10, you are better off purchasing a newer iPad. It is not cost effective for you to try and have that iPad repaired.
