When I try to attach a photo to an email, and select "Media > Photos" from the "Choose File" popup window, I get an empty window with the message "Open Photos to see your photos in this list." My photos are all stored on iCloud and not locally. I have no Photos Library.photoslibrary stored locally. How can I setup my MBP running Monterey to access iCloud-stored photos?
MacBook Pro 16″, macOS 12.1
1 - Open your empty library in photos.
2 - In photos preferences set it to the system library (click the button)
3 - In photos preferences iClound - turn icloud on with download originals.
4 - Wait - for photos to download all your images from iCloud into your freshly minted library. It may take some time - possibly days. Leave the mac on with photos open while it is doing it.
Note - this will sync your photos with your mac, so they are also stored locally in the photos library.

It can take a while depending on the size of your library.
My 5000 item 50GB took 48 hours
Leave your mac on with the photos app open, and sleep disabled 24/7 until it completes. Status can be checked at the bottom of the all photos view, but it is normal for the status not to change for long periods of time.

I followed your steps and the process is - I think - going. I'll leave the MBP on and Photos open. There doesn't appear to be anything happening at first but I'll check tomorrow.
