B. Check iCloud, Directly:

For Photos: Go here, and see if they reside in iCloud: https://www.icloud.com/photos

C. Where Else to Check:

you will have to rely on your most recent iPhone backup. If you have not backed up your iPhone, you may lose your content.

If you don’t have a backup to a computer, or iCloud your data is gone. Which is why you were supposed to make backups, before this situation potentially arose.

There's really no way around it now. Too many passcode attempts will do that, and you can only wipe it in order to get it to work again. Others suggested looking to see what might have been stored to iCloud, but unless you paid extra that's only 5 GB across all devices.
