Bizarre Security & Privacy pane behavior

I just updated from Mojave to Big Sur. In the Files and Folders panel, I am experiencing several bugs and they remain even after a MacOS reinstall. Even after a safe boot. The bizarre behavior I describe below only occurs in the Files and Folders panel. All of the other panels function properly.

1. I am able to check and uncheck boxes without unlocking. Is this a security problem?

2. When I check a box, what happens next is random. Sometimes nothing happens. Most often some other box that is already checked becomes unchecked. If I click the box again, yet another box becomes unchecked. If I click one of the newly unchecked boxes, the same unpredictably random behavior occur, including that one of the recently unchecked boxes becomes checked! All the while, the apps whose boxes have been changed keep popping up, telling me they must close and re-open.

I am unable to check all of the boxes I wish to. Simply, unable. There is always an app or two that won't be fully functional.

Probably not. Some settings are more restricted than others.

There is a logical order to these things. Certain check boxes have no meaning unless some other setting is enabled or disabled.

Maybe try to reset the database. Run Terminal and enter the following command:

tccutil reset All

and press enter. It would probably be a good idea to restart at this point.

Thank you for the quick response. It is appreciated.

Let me clarify. When I check a box for Lightroom Documents folder, the XMenu documents folder might become unchecked. When I try to re-check the XMenu documents folder, the Mathematica Documents Folder becomes unchecked. If I try to check XMenu again, the Lightroom Removable Volumes box becomes unchecked. The boxes I am checking or unchecking are seemingly unrelated to the boxes that actually get changed. And, sometimes I'll try 4 or 5 times to check a box and nothing happens.
