These support pages should get you started with setup of your new iPad - and the methods of transferring your data from old to new iPad:

Set up your iPhone, iPad or iPod touch – Apple Support

Transfer data from your previous iOS device to your new iPhone, iPad, or iPod touch - Apple Support

Use Quick Start to transfer data to a new iPhone, iPad or iPod touch – Apple Support

If the donor iPad, from which you are transferring your data precedes iOS12.4, QuickStart will not be available.

“Transfer” is rather a misnomer. In reality, your data and setup is merely cloned to the new device. Nothing is moved or removed from the original device.

An alternative is to restore either an iCloud or iTunes backup to the new device:

How to back up your iPhone, iPad and iPod touch – Apple Support

Restore your iPhone, iPad, or iPod touch from a backup - Apple Support

Be aware that these processes are intended to be used where the old and new iPad belong to the same User - with the same AppleID. Apps themselves are not transferred directly from old to new iPad - but instead a “record” or the installed Apps is transferred between the devices. For Apps that are both compatible and still available for download from the App Store, Apps are automatically installed on the new iPad. You should note that purchased Apps are forever associated with the AppleID account from which they were purchased.

While purchased Apps cannot be transferred between different Users, you may be able to “share” purchased Apps between users of the same family using Apple’s Family Sharing feature:

Set up Family Sharing – Apple Support

Share App Store, iTunes Store and Apple Books purchases with Family Sharing – Apple Support

HI Fraz63, thank you for posting in Apple Support Communities.

Sorry but pairing is not the correct process to use.

The key with transferring anything from one iPad to another iPad is they must both have the same AppleID.

If they do have the same AppleID then you can use Quick Start and the following link will guide you through this:

https://support.apple.com/en-au/HT210216

Another option is to setup iCloud on both iPads and the following link will guide you through this:

If they do not have the same AppleID then you will need to install the apps separately.

You must do this process while you are setting up the new iPad. If you do not do this at the time of setting up the new iPad then it can not be done. What you need to do is reset the new iPad back to factory and then go through the setup process again. At that point when it gives you the option to set it up from the old iPad you will be able to select it at that point and it will then set it up.

To start this process Goto Settings > General > Transfer or Reset iPad > Erase all content and settings

Make sure you do this on the new iPad and then let it go through the setup process after that process completes. If you need to you can always go to the same area Settings > General > Transfer or Reset iPad on the old iPad and then follow the directions on how to transfer. At this point once everything is transferred and if you wish to get rid of your old iPad then make sure you reset that one as well to remove all information from it.
