How can I get Support to re-submit the debit for Dec and January. My credit card was disabled at the time of debiting, but is operational now.

Thank you Philo124. I have done that, updated my credit card details a number of times, without success. I KNOW my credit card is fine. So eventually I added another card, which apparently went through. However, my email is still not working. This is really unacceptable. I am SO sorry I EVER got involved with icloud!
How is it not working? Your email, should have no ties to iCloud unless your account has no more space.
If your iCloud email is not working, contact Apple Support directly instead. It would seem the payment method issue has been resolved and is no longer the cause of the issue.
