New MacBook Air not uploading to iCloud

I have a new MacBook Air with 500GB of storage. I copied many files from my 8-year-old Air to the new laptop. iCloud+ of 2TB is ON for all documents, photos, and messages. Yet only one fourth of that iCloud space is being used and my new MacBook Air reports that only 3GB of space remains on its internal drive. I can't install software.


What am I missing? I've followed directions in the iCloud user guide.
