I live in Nigeria and we do not have an apple certified store or an apple store. A week ago a bottle fell on my phone (11pro) and it broke the screen and apparently damaged a hardware (power IC) inside the phone. I took it to a local technician and he tried but couldn’t fix it. My sister is traveling to Dubai in a few days time, can she take the phone to the Apple store to get it fixed (and pay) even though my warranty has expired?

Warranty is only good in the country purchased. Paying for a repair seems a reasonable request, but Dubai stores have the final word. If you get a replacement unit in Dubai, it is likely not a "Nigeria" phone so warranty issues crossing borders will apply.

You need to be the one taking it to the Apple retail store for security reasons (it's not your sister's phone, so technically, that might be considered theft).
If you can't afford the repair, then you may be stuck with a broken iPhone.

Unless they will be fired from their job for repairing the iPhone. Since it is a US sold iPhone the store in Dubai will not have an equivalent model to replace it with.
