Once the app is “deleted” you can still redo load it in the App Store, how do you delete that as well? So that it’s like you’ve never downloaded it to begin with.

you can't delete an app from your purchase history. you can 'hide' it though

Deleting Apps:
You'll just have to wait until it is removed by Apple from the App Store. Note that sometimes items are removed form the App Store and never become accessible again. It all has to do with licensing between Apple and the app Developer. So, if it is removed by Apple in time to come, then no worries there. For now, you'll just have to keep it hidden.
