iPad 6th gen will start up with the white background and apple logo, then switch to access code page. Once correct access code is entered, the screen glitches from the Home Screen background picture for a half second, to a black screen with the time wheel. The iPad will switch between these two screen for about 2 mins, then go back to the white background with Apple logo screen again. What is going on???

Can I suggest you do a 'Force Restart' and the following link explains this in more detail:

If that does not resolve your issue you should contact Apple Support.
