Downloading app problems

Everytime I go to download a game, re download or go to buy something the App Store never lets me. I try to download a game and it tells me to use my password and when I put it it it asks for my billing stuff and when I put that in as well it just repeats that all over again. I don’t know if that makes any sense but I just can’t download anything no matter how many times I reset my email and password and it’s really frustrating me at this point I don’t know how to fix it i just want to download my games and buy stuff

We understand you're experiencing an issue with downloading apps in the App Store. This may happen if a previous purchase was declined. Check out the steps here: If your payment method is declined in the App Store or iTunes Store. Payment method may need to be updated/changed.
