Sure. It's really just a Qi charger. The magnets only allow it to attach though. I believe that's why they don't have it on the compatibility list. And other things including reverse charging (iPhone connected to power will charge the pack) and iOS integration seem to require specific models.
If you're unsure, then maybe you can find a store that will allow you to test it. It doesn't sound practical though, since the idea is to just slap it on and it will stay properly aligned to charge, even in a hand or pocket. But it should work if placed on a table.

Yes, but it won't magnetically attach to the XR, and will not charge it at full speed. The MagSafe battery pack can be used with iPhone 12 or 13 for full speed charging and magnetic attachment, or with any other Qi compatible iPhone (iPhones 8 through 11) for regular to slow charging when sitting on a flat surface.
In general, there's no point in using a Mag Safe battery pack with non-magsafe compatible iPhones since it will be a rather poor experience. There are other 3rd party battery packs and cases that will work much better for that.

It will still charge any Qi device as long as it's carefully aligned. But it's not going to work exactly the way it was intended, which includes the integration with iOS (I believe it can even report the charge level of the battery back), reverse charging, and of course the magnetic attachment.
And it will not provide 15w charging, it will be reduced to 7.5W even if perfectly aligned. I agree with Phil0124, there are much less expensive portable Qi chargers available with significantly larger batteries for less money.
